The city's contractors install the mains, meters, and stubs in the right-of-way — but everything from the property line to your house is on you. The scope is bigger than most homeowners expect. A complete UEP conversion typically means a new water service line from the city meter to your home ($13–15 per foot), an optional separate irrigation line from the irrigation meter ($9–10 per foot) so your sprinklers don't run on metered potable water, a sewer lateral from your house to the city stub ($25–33 per foot depending on distance and depth), and pump-out and code-compliant abandonment of your old septic tank (flat $2,500). Each piece needs its own permit and inspection through the City of Cape Coral, and the water connection requires you to list a licensed plumber with Cape Coral Utilities before the meter goes live.
